Apple has quietly enlisted Chinese tech giant Alibaba to help adapt its artificial intelligence ambitions to China’s tightly regulated digital landscape, as it prepares to roll out Apple Intelligence to iPhone users in the country.

According to people with direct knowledge of the talks, Apple has developed a localized AI model for China and is integrating it with Alibaba’s large language model family Qwen. This collaboration is part of a broader strategy to comply with Beijing’s strict rules on generative AI while still offering features competitive with Western services.

A crucial step came when the Cyberspace Administration of China (CAC) approved and registered Apple’s generative AI service last month. Registration with the CAC is mandatory for deploying public-facing generative AI in China, and the process has so far shut out well-known foreign models such as OpenAI’s ChatGPT and Anthropic’s Claude. With this approval, Apple has cleared a regulatory barrier that has blocked other U.S. AI providers from operating in the country.

Alibaba Group Chairman Joe Tsai publicly acknowledged the partnership in February 2025. He said Apple had held talks with several Chinese technology firms before deciding to work with Alibaba. “They talked to a number of companies in China,” Tsai noted at the time. “In the end they chose to do business with us.” His comments underscored how coveted Apple’s business is in China’s crowded AI ecosystem, and how strategically important trusted domestic partners have become for foreign firms.

Sources familiar with the arrangement say Apple is not relying on a single Chinese provider. Instead, the company intends to pair its own in-house model with Alibaba’s Qwen and also tap technology from Baidu, one of China’s leading AI developers. The exact division of labor among Apple’s internal systems, Qwen, and Baidu’s tools has not been made public, and it remains unclear which tasks each model will ultimately handle.

What is clear is that these systems will sit under the broader Apple Intelligence umbrella-the branding Apple uses for its generative AI features across iPhone, iPad, and Mac. Globally, Apple has presented Apple Intelligence as a privacy-focused AI layer that blends on-device processing with cloud-based models. In China, however, every part of that stack must satisfy domestic rules on data security, algorithm oversight, and content control, making local partnerships almost unavoidable.

China’s regulatory framework for generative AI requires providers to register their services, conduct security assessments, filter disallowed content, and accept ongoing supervision. Foreign cloud providers face additional restrictions and political sensitivities. For Apple, which has built much of its global AI narrative around user privacy and secure cloud processing, operating under this regime forces a delicate balancing act between compliance, brand promises, and technical realities.

The decision to work with Qwen is also a recognition of Alibaba’s rapid progress in large language models. Qwen has evolved into a versatile family of models capable of handling conversational tasks, text generation, summarization, and code assistance. By embedding Qwen inside the Chinese version of Apple Intelligence, Apple can lean on a locally trusted, already-registered model rather than attempting to push its own cloud AI stack through China’s approval process entirely on its own.

Baidu’s technology adds another layer. Baidu has invested heavily in its own generative AI platforms and already operates services that comply with Chinese regulations. Integrating Baidu’s tools could help Apple meet performance targets in areas such as search, knowledge retrieval, and Chinese-language understanding, while ensuring that responses respect the country’s content rules.

From a user perspective, the ideal outcome is that Chinese iPhone owners get an experience broadly similar to Apple Intelligence elsewhere in the world: more capable Siri interactions, system-wide writing assistance, improved notifications, and context-aware suggestions. Under the hood, though, the architecture will be quite different, with Apple’s proprietary models orchestrating and routing tasks to Qwen and Baidu’s systems when local processing or regulatory constraints make that necessary.

This multi-model strategy also hedges Apple’s risk. Regulatory demands, political pressures, or technical issues affecting one Chinese partner would not necessarily cripple Apple’s entire AI experience in the country. By keeping its own model in the mix and spreading workloads across multiple local providers, Apple can preserve flexibility and maintain some consistency with its global AI roadmap.

The partnership further highlights a broader trend: major Western technology companies increasingly need localized AI stacks to operate in large, tightly controlled markets. Just as some firms maintain separate data centers or censored product versions for China, Apple is now effectively operating a China-specific AI configuration, even as it promotes a unified Apple Intelligence brand worldwide.

There are still open questions. Apple has not detailed how data will flow between devices, Apple’s own servers, and Chinese partners’ infrastructure, or how it will reconcile its privacy promises with China’s data localization requirements. It is also unclear to what extent Apple will be able to use learning from Chinese user interactions to improve its global models, given both Chinese and Western restrictions on cross-border data transfers.

Despite these uncertainties, the regulatory approval and partnerships with Alibaba and Baidu suggest Apple is committed to having Apple Intelligence available on Chinese iPhones rather than treating China as an AI exception. For a company that derives a significant share of its revenue from hardware sales in the country-and faces intense competition from domestic smartphone makers aggressively touting their own AI features-sitting out the AI race in China is not a viable option.

In strategic terms, this approach allows Apple to retain control of the user experience and core orchestration logic, while outsourcing some of the most sensitive and politically fraught AI layers to vetted local giants. If it works, Apple could set a template for how global consumer tech brands integrate advanced AI into markets where foreign models are effectively barred, without fully surrendering their identity or long-term technical independence.

For now, what users in China can expect is a version of Apple Intelligence that looks and feels familiar on the surface but is powered by a distinctly Chinese blend of models beneath it-with Apple, Alibaba, and Baidu each playing a part in shaping the next generation of AI on the country’s iPhones.
